What does the decision of the RRALZ Council about microstates bring new?

RRALZ Song Contest has been accepting several successful microstates to participate to the contest such as "Andorra", "San Marino", "Monaco", "Guam" etc.
According to the previous rulebook of RRALZ Song Contest, some microstates could borrow from more than one of their neighbours and some microstates even from a country which they have no shared borders . Such examples are Andorra from both Spain and France and Liechtenstein from Germany.
The rule was decided collectively by the RRALZ Council in the new rulebook suggests that "microstates can borrow songs from just one of their closest bordering country". This closeness is considered as cultural and the music industry which dominates the microstate.
In the light of the rule and circumstances, eligibility of borrowing songs for Andorra and Liechtenstein have been changed:

Even though Liechtenstein is dominated by German culture, Liechtenstein has no border with Germany and it would violate the new rule. Therefore, the RRALZ Council has decided that Austria is the best neighbour for Liechtenstein to borrow artists and songs because of the German identity of Austria. Switzerland was not accepted because of Italian and French entities in that country.

About Andorra's situation, borrowing from both France and Spain were not seen ethical by the Council while all of the other microstates borrow from just one of their neighbours. According to the new rule, Andorra should've chosen from 1 of it's neighbours. All of the members of the Council decided Spain is the best because the cultural similarity between Spain and Andorra is more distinct than France.
Shortly, this is the current borrowing rule for Andorra and Liechtenstein:
*Andorra is able to borrow songs and artists from Spain. *Liechtenstein is able to borrow songs and artists from Austria.
